Cat found on surge protector

My mom found my cat wrapped around the surge protector beneath the table. He's mewing in a weird way and is hardly moving, but we don't know what's wrong. Please, does anyone know what could have happened or what we can do to help him?

Considering your cat’s location, there is a possibility that he is suffering from an electrical shock. Cats that have been shocked are at risk for pulmonary edema, fluid in his lungs, and seizures among many other things. Please take your cat to a veterinarian immediately!
