Our cat of 12 years cries all the time... She is not hungry, her litter is clean, she has water, etc. She has always been a crier, but recently, it has gotten worse.
We had to put our other cat to sleep in March and she did mourn then. A squirting water bottle does help, but we are quite curious why she is doing this. Also, she has been much more loving lately. She used to have no use for humans except to feed, water and keep her litter clean.

I would recommend not trying to discourage your cat's behavior, but rather, to focus on finding and treating the underlying cause. Cats crying incessantly can be a sign that they are not feeling well.
Possible causes for your cat becoming more insecure and crying all of the time include loss of hearing and feline metabolic diseases, such as feline hyperthyroidism, cat diabetes, and kidney disease. Because these cat diseases are deadly if left untreated, and considering your cat's age, I would suggest you bring her to a veterinarian for an exam and bloodwork as soon as possible.
